Rule Making

Pursuant to Iowa Code section 123.10, the ABD administrator may promulgate administrative rules as necessary to carry out the requirements of Iowa Code chapter 123.

ABD's rule-making procedures are governed by Iowa Code chapter 17A and 185 Iowa Administrative Code chapter 2.

public rule-making docket

ABD maintains a public rule-making docket which lists each anticipated and pending rule-making proceeding. A rule-making proceeding is deemed "anticipated" from the time a draft of proposed rules is distributed for internal discussion within the agency. A rule-making proceeding is "pending" from the time a Notice of Intended Action is published in the Iowa Administrative Bulletin.

regulatory plan

Each state agency is required by Executive Order to submit an annual Regulatory Plan detailing rule-making initiatives anticipated during the upcoming fiscal year. The agency's Regulatory Plan must also be posted to the agency's website by August 1st.
