Iowa ABD: Marketplace Diversity/Technology Drives Continued Growth in Fiscal Year 2017

The Iowa Alcoholic Beverages Division (Division) released its Fiscal Year 2017 Annual Report today, highlighting another year of healthy revenue growth with total spirits sales increasing by 5.7% over the previous fiscal year to $305.6 million.

“This annual report demonstrates that the Division and the Iowa liquor wholesale model is profitable and is creating a valuable return on investment for Iowans,” said Alcoholic Beverages Commission (Commission) Chairperson Gary Nystrom. “But like all other businesses, there is always room for improvement. That is why the Commission and the Division Administrator will be traveling across Iowa in the coming months to receive feedback from retailers and industry members on the Iowa liquor wholesale model.”

In Fiscal Year 2017 more than $133.5 million was reverted to the State of Iowa General Fund; the Iowa Department of Public Health, for use administering substance abuse and prevention education programs; the Iowa Economic Development Authority’s Beer and Wine Promotion Board; and local governments for their share of the revenues received from licensing fees and taxes collected from the sale and manufacturing of beer, wine and spirits.  

“As we look to the future, the Division continues to work toward refreshing our laws, processes, and policies to find ways to align with the Governor’s goal of creating a ‘Competitive Business Environment’ that is fair and protects the general welfare of Iowans,” said Division Administrator Stephen Larson. He also noted the need to meet industry and consumer demands for brand diversity, blending of business models, increased convenience, and advances in technology.

In Fiscal Year 2017, the Division also refocused its efforts on education and enforcement. This included processing over 16,000 licenses/permits and conducting 146 investigations on alcohol or Smokefree Air Act complaints while collecting over $32,000 from administrative actions.  Educational efforts during The Register’s Annual Great Bike Ride Across Iowa (RAGBRAI) were recognized by StateWays Magazine as the Division was awarded the Best Trade/Licensee Education Program Award.
