Annual reports

ABD is required to each year prepare an annual report to the Governor as required by Iowa Code section 123.16. The report contains agency information from the previous fiscal year beginning July 1 and ending on June 30. The report also includes all funds on hand and the sources from which the funds are derived. Detailed in the report is the total quantity and kind of liquor sold, along with the increase or decrease of liquor sales from the previous fiscal year. Additionally, the annual report indicates the number of alcohol licenses and permits issued and the amount of license and permit fees collected.

On February 1, 2017, ABD and the Iowa Economic Development Authority presented a report of recommendations to Governor Terry Branstad and Lt. Governor Kim Reynolds after concluding an effort to review Iowa's alcohol laws. The recommendations were intended to create greater economic opportunities for Iowa entrepreneurs, make it easier and more efficient for Iowans to conduct business with state government, make Iowa's alcohol laws easier to understand and enforce, and result in public policy that continues to protect the health and safety of Iowans.

alcoholic beverage control study

On May 12, 2017, with the signing of Senate File 516 by former Governor Terry Branstad, the Iowa Alcoholic Beverages Division (ABD), in conjunction with other stakeholders ABD deemed necessary, was directed to conduct a study concerning enforcement issues related to alcoholic beverage control. The directive included instructions to consider the manner of properly balancing the appropriate regulation of the manufacturing, distribution, and sale of alcoholic liquor, wine, and beer in the state with emerging market trends in the industry. 

Specific areas of study were to include issues relating to the three-tier system of alcohol regulation and Iowa Code section 123.45 (commonly referred to as Iowa’s tied house law) as it impacts the ability of manufacturers, wholesalers, and retailers to meet changing marketplace conditions and business opportunities. ABD was required to submit a final report providing the results of the study, as well as any findings and recommendations, to the General Assembly by July 1, 2018.

Strategic Plan

In today’s alcohol marketplace, it is more important than ever for the Iowa Alcoholic Beverages Division (Division) to examine its operations to ensure that the Division efficiently manages and allocates its resources and returns value for the investments dedicated to its mission. This requires a comprehensive organizational strategy to guide strategic decisions about our operations and polices. 

The Division has engaged in an intensive strategic planning process to devise a plan that is progressive and participatory. We reassessed our mission, vision, and values, and defined the organizational strategy to improve our performance over the next four years. 

Monitoring performance aligned to our strategy requires implementation of effective performance measures. The Division plans to use a suite of performance measures and indicators to monitor and address key risks and evaluate progress toward each strategic objective that supports our program goals. These performance measures will be monitored and updated as objectives and programs evolve. 

The Division is issuing its strategic plan for fiscal years 2018-2022 to define its roadmap for continuous improvement. This organizational strategy serves as a guide for strategic decisions about our operations and policies. The strategic management framework engages individuals from across the Division, reflecting insights, creativity, and energy of the entire organization. 

As we move forward with implementing this strategic plan, we expect continued opportunities for our various internal and external stakeholders to become involved with objectives and initiatives to help us improve results and achieve our strategic goals that align with Governor Reynolds goal of “Creating a competitive business environment.”
